1. The Republic of Türkiye has receivedfinancing from the World Bank toward the cost of the Türkiye Earthquake Recovery and Reconstruction Project (TERRP) and allocated some part of this loan to Ministry of Health, Directorate General for Emergency Health Services for the procurement of ambulances. Directorate General for Emergency Health Services intends to apply part of the proceeds of this loan toward payments under the contracts for “Lot 1: Procurement of 140 Ambulances (4x2 Manual Gear Panel Van Type)” and “Lot 2: Procurement of 145 Ambulances (4x4 Manual Gear Panel Van Type).
2. The Ministry of Health, Directorate General for Emergency Health Services now invites sealed Bids from eligible Bidders for the procurement of 285 ambulances in two lots.
Lot 1: Procurement of 140 Ambulances (4x2 Manual Gear Panel Van Type)
Lot 2: Procurement of 145 Ambulances (4x4 Manual Gear Panel Van Type)
The delivery period is 6 months after contract signature for both lots.
Margin of preference will not be applied.

3. The technical weighting will be applied as 50% and the financial weighting as 50% for the bids to be submitted within the scope of this Procurement.
4. Bidders may Bid for one or more lots/contracts, as further defined in the request for bids document. Bidders are not allowed to offer discounts that are conditional for the award of more than one Contract/lot.
5. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
6. Interested eligible Bidders may obtain further information from the Ministry of Health, Directorate General for Emergency Health Services, Mr. Ilyas Cavus (Head of Administrative and Financial Affairs Department) ilyas.cavus@saglik.gov.tr and phycially inspect the bidding documents during office hours, 09:00 to 18:00 (Türkiye time) at the address given below. Furthermore, a read-only, non-downloadable version of the bidding documents is available for viewing on the Ministry of Health’s Website https://www.saglik.gov.tr/
7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of TRY 4,000.00TL . The method of payment will be bank transfer to Ministry of Health, Central Accounting Department in the relevant bank account stated below referring also to “Fee for Procurement of 285 Ambulances (2 lots) Bidding Document”. The fee deposited for purchasing the Bidding Documents shall by no means be returned. Upon payment of the fee (copy of the payment receipt should be attached to the written application) the bidding documents at the choice of the applicant, a hard copy of the bidding document may either a) be collected by the applicant from the Purchaser’s office at the address provided below, or b) it can be sent by the Purchaser to the bidder through email as an attachment file in PDF format or can be downloaded through the link provided by the Purchaser to the e-mail address indicated in the applicant’s written application. In the written application the applicant should explicitly specify its selected option for obtaining the bidding documents, and also must attach a copy of the bank transfer payment receipt.

8. Bids must be delivered to the address below on or before 20.05.2026 at 16:00 (local time) Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 16:15 (local time) on the same date. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Bid opening.
9. All Bids must be accompanied by a “Bid Security” of the minimum amount shown below for each lot. The original Bid Security should be enclosed in the inner envelope containing the “Tehnical Part” of the Bid, in accordance with ITB Clause 19.1 of the bidding document. If a bidder bids for more than one lot, the bid security amounts for those lots will be cumulatively applicable (The bidder shall indicate the names of the lot or lots in the relevant section of the bid security form).

The exchange rate to be applied in conversion of the Bid Security Amount shall be the Selling Exchange rates officially published by the Central Bank of Türkiye (Döviz Satış) at 03.30 p.m. (Türkiye time) on the applicable date (http://www.tcmb.gov.tr ). The applicable date for the exchange rates shall be the date twenty-eight (28) days prior to the date of Bid Opening except when this date falls one day after the end of official holiday (s) including Saturdays and Sundays in which case the applicable date shall be the last working day before twenty-eight (28) days prior to the date of Bid Opening.

10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
